Can't find device 4013 when pc does see it and attempts update or restore

This iPhone 6 would not come on at all finally I got it to come up with a new battery Etc I get to the point of iTunes the PC sees it and tries to attempt doing me update or restore. I didn't get the 4013 error cable issue etcetera I have brand new cables could this be the USB /data bored causing the problem I know it's not the cables thank you

Options

4013 is usually a NAND problem, so it is something on the board.

The NAND is the memory chip on the board, the big silver looking one on the back.
