Check that the cold water tap for the washer is turned on and also that water is available from the tap.
Check that the filter in the end of the cold water inlet hose connection into the washing machine is not blocked.
If all of the above are OK then perhaps the machine's cold water inlet valve is either faulty or not being operated by the control board.
If you have a DMM (Digital MultiMeter) you can use its' Ohmmeter function to test that the valve's operating coil is OK. Do this with the power removed from the washer.

Any insight into what triggers the inlet valve - my cold water was not going into the machine. I replaced the inlet valve, and still not working, so I plugged the hot water contacts into the cold water valve, and it worked (on hot wash) so i know the issue is power getting to the cold water inlet valve. I just cant see where or how grateful for guidance

What is the model number of the washer?
Wtw5000dw1 works on Hot
A multimeter will check for electrical resistance, however inlet valves do have a mechanical component, that sometimes will simply seize, open, closed or in between.
In your case, its likely it's seized closed. It will need to be replaced. Its pretty simple, and the parts is about AUD$20.

Check water filter on hose is not blocked. Check cold water tap is working. If they are okay, maybe the inlet solenoid.

Your answer was so good he just couldn't control himself. Maybe short term memory loss.
For a quick fix keep the hose on the cold water tap then on the back of the machine on the hot water connection connect the cold water into there. Set the washing machine on warm wash then start. This will give you cold water wash.

Perhaps but it may not give you a rinse because with a lot of machines even though there is a hot water wash cycle there is no hot water rinse as part of the complete wash cycle. It is usually a cold water rinse and the hot water inlet solenoid will not be operated.
You would have to check the manual for the machine to see what temp options are available for the rinse part of a particular wash cycle.
As an example, the machine referred to in the question above in the user manual (see p.8) it states, "All rinse water temperatures are cold."

If the valve is faulty search online for W11210459 to find suppliers that suit you best.

The machine was working fine .
Until ,having to move house.
May have knocked something out of whack.
I have not solved the problem.Although I have managed to cool the water down .By swoping the two electrical valve connections From the hot water to the cold water nozzel.
