Why won't my MacBook air turn off?
bluetooth setup assistant screen/bluetooth keyboard setup is running and computer can't be turned off

Do a force quit. Command - Option - Escape

Sounds like a dead keyboard or a logic board problem related to the keyboard. The computer doesn't find any keyboard and tries to find one over bluetooth. Try and connect a keyboard on usb and see if it works.
