A Li-Ion battery or any battery will always slowly discharge, whether it is plugged in or not.

In the case of a Li-Ion battery (iPhone battery), it needs to be exercised. It needs to be frequently charged/discharged, otherwise its overall capacity diminishes more quickly.

Also if a battery is left not plugged in or used for a long time it will drain to flat and take a very long time to charge like 30 minutes to get the phone to at least turn on.

Correct, so I should add, as @benjamen50 said above. On a regularly used iPhone, 0% isn't really empty. There is actually a reserve percentage that allows the phone to be quickly revived. However, the phone if left completely unused, the reserve will drain, which is why it takes much longer to revive the phone.

thanks for your feedback

i just want to ask , how the batteries in stores work then if it discharge while its packed ?

Batteries in stores have "Expiration dates" or "Use by" dates. They do discharge, and need to be used by a certain time, or else they are no longer any good.
