Why does using Pandora make my volume fluctuate?

I have the Pandora app on my Samsung Smart TV but lately the volume will either go all the way up to 99 or all the way down to 0. No one has touched the TV or the remote. It just does it all by itself and randomly. I have noticed that after every few songs this will happen after the volume has been reset. The TV is only 2 years old.
