Water damage underwater for awhile
My kid put the PS4 in the tub it was completely underwater can it be fixed or will it work again

DO NOT EVEN ATTEMPT TO TURN IT ON.
Home appliances are too dangerous to be repaired by DIYers especially for these damages affecting every component of the device. You not only risk destroying the device, but also serious property damage, injury or death.
Water stains can short everything out, destroy mechanical and optical parts. I'd say the repair cost exceeds its value.

Definitely agree with Tom here . If this machine spent time under water let it go
You can't always just "let go" of something like a PS4... sometimes you can get emotionally attached to it. (I'm just kidding.)

@staceynin3tr3 , Stacey, You can only try to rescue it. Do not try powering up your PS4 until the liquid damage is addressed correctly, as you could be shorting out components inside the device. You really should take care of the corrosion that is happening inside the device from the water damage to give it a chance of surviving. A tear down link for your PS4 Link #1, disassembly guide will enable you to get inside the PS4 to remove the damage/corrosion caused by the water. Use the 2nd link as a general guide/instruction on how to clean/repair the device from liquid damage. After this and completely dry you will be able to power on the PS4 and see if further damage has to be addressed. Good luck.
