Vino won't start when it's cold

My 2007 Vino is a cold starter. I try to start it and just turns over and over. Whether I give it throttle or not. I leave it for a while, go back and it will start. Then it starts fine rest of the day. I sometimes go weeks without starting it.

@partyponies , Rebecca , If you are getting a spark and fuel to the carburetor and the engine cranking over on good, the problem is probably the electric choke or heating element for easy cold start is not operating correctly. When the engine is cold the choke is required to start engine correctly, If faulty, the mixture will be weak and the engine will not want to start easily. Have a good local shop check it out, diagnose and estimate repair.Links below may be of some help, 1st link is about troubleshooting and the 2nd link is a service repair manual not your exact year but may work. I found help on U-Tube. Turn the throttle 5 times before starting. It worked like a charm. Doesn't fix the problem, but it starts. Your answer is probably right, electric choke or heating element may need some attention. Thanks for giving me an answer.
