I bought a Mac 27 late 2013 and when I turn it on I gave it the Password then it ask me for a 4 digit passcode which i don't have. Please help.

You'll need to speak with the original owner of the system. The passcode is part of the two part authentication system now used in the newer OS's. Without passing the test you can't access the system.

The original owner failed to remove the system from his iCloud 'Find My Mac' The owner will need to go to the System Preferences under iCloud and scroll down to the last service after he has passed the two part authentication on this system or from his iPhone or iPad remove it that way. The only rub here is you need to have the system connected to the internet for the service to be notified the system was removed.

Dan, I bought from the Internet but I have a feeling he is a trader and does not have the 4 digit code, You'd think it can be fixed at a Mac Store?
Apple will not provide any way to access a passcode locked device. The person who has the pass code must give it to you.
