The baseband circuit of your iPhone 5S failed. As a result, the restore process also failed and gave this error 48.

The only way I would know is to repair the baseband circuit, then try to restore again. The phone should work properly again. For a while at least.

There's a catch though. baseband circuit on the 5S (and any iPhone as a matter of fact) is a pain to trouble shoot and repair. In 90% of cases the heat used to rework part of the circuit causes the actual failing component to work for a short while. Thus you get a working phone for a while (an hour, a day, a week.. may be a month if you're very lucky). Then the issue returns again and you have an iPod 5S on you hands.

So my advise is not to try to fix it. As much as I like to keep iPhones out of the landfills, this case has such a low % chance of success that it is better not to spend money and time trying to fix it. Instead, look for a new board or a new phone entirely.
