Bootlooping can be caused by many things. Give us more history of the device prior to this problem by commenting on this answer.

A few things to consider:

  • Try a hard reset (Home & Power button for 10 secs)
  • Use a genuine Apple Lightning connector
  • Use a genuine Apple charging brick and let it charge overnight
  • Try to connect it to different computers with iTunes if possible
  • Put the phone in recovery mode (search DFU Mode). Careful, this can reset your data so only do it if you have a backup.

If you want to get deeper, disconnect the screen assembly and see if iTunes will recognize the phone.

Otherwise, you may have a logic board issue. If you are uncomfortable doing these steps, consider finding a repair shop to do the troubleshooting. A shop that also does micro-soldering can go deeper if the problem is not modular in nature.

if the issue is a logic board issue, cant it still be fixed, or is the phone dead?

Depending on the issue, yes it could possibly be fixed. Many micro-soldering repair shops work on a no fix/no fee basis (myself included) so your risk exposure is limited. Ultimately, you have to determine if your phone is worth the investment; do you want to recover your data or replacement phones are very expensive in your area?

You can check my profile for a link to my website. There are also several good micro-solderers who frequent this forum.

Did it happen after the screen was replaced or screen assembly unplugged?

If yes then I'm suspecting most likely the front camera ribbon cable assembly needs to be replaced.

A damaged front camera cable causes red screen of death around 5-10 seconds during startup.

the tech tested the front ribbon assembly and it still on a boot loop between the red screen and apple logo. Any other possibilities of what the problem could be? They think it might be a motherboard issue?

you have to replace the front camera/proximity cable assembly.

They tested the battery, lightning port charger, and the proximity cable assembly and none of those are an issue.

Try to take backup and put the phone in recovery mode (DFU Mode) and restore the phone, if this is not working that might be logic board issue needed micro soldering so you have to try a shop that also does micro-soldering.
