Transaxle and drive belt issue

Fan on transaxle ripped off and drive belt slipped off pulley. Before replacing fan, noted that the pulley spins in forward and reverse and when brake applied. The disengagement rod also is not working. Is this a transaxle problem? If so, does it require a transaxle replacement? Thanks
