Installed new battery and Battery will not charge past 1%

I replaced the lightning board that has the charge connector and headphone jack and still have same problem. Someone said it could be F11 on motherboard. How do I check that and how would I even fix that?

On charging issues, there are three things that coud be causing the fault:

  1. A bad battery. A new battery doesn't always mean a good battery. There are plenty of low quality batteries out there.
  2. A defective charge port (which you changed). Again, a replacement charge port doesn't always mean a good part. Small parts also have high failure rates.
  3. A charging circuit problem, specifically U2/Tristar.

So have you changed the battery with a known-good battery? Or can you test your battery in another, working, device? The same applies to the charge port. If data retention is not an issue, you could always try to reset your device or put it in recovery mode and re-install the firmware.

Barring that, you probably have a defective charge circuit. Does iTunes recognize your device when it is plugged in with an original Lightning cable?

That requires a micro-soldering repair and is not really a DIY fix.

OP (Rodrigue) do you use car chargers by any chance?

That combined with cheap / copy iPhone charging cables which are usually not MFI certified can cause the U2 Tristar charging ic to go bad over time.

Just curious was the battery flat when you got it or was it partially charged more than 1% and while plugged in charger it would not go up but just go down battery percentage?
