If you have replaced the battery and you are confident that the batteries are good (can you test them in another device?), then I believe your problem is with the charging circuit (U2/Tristar).

This requires a micro-soldering repair and is not DIY unless you have the proper tools and experience.

It's gauranteed U2 Tristar charging ic gone bad. If you can't get low battery logo charging this is it.

Just curious does the device switch itself on or show any signs of life when plugging into a charger?

You can also test with a charged battery whether the phone will try to turn itself on when you turn the phone off and plug in the charging cable.
