Are you the original owner of this phone or did you find the phone / buy it from somewhere else?
If not then the only way to go past it is to return the phone to it's original owner (not like they are going to let you keep the phone)
That is FRP Lock. Factory Reset Protection where it requires you to enter the login details of the google account linked to that device when a factory reset is performed.
You won't be able to bypass it unless you buy expensive flashing box which is very expensive.

I am the original owner forgot code for to unlock the phone try to many try to many times and wiped the phone clean put stem card and new phone cannot access Google the phone
