picture too big for screen
the picture is having heads cut off and words written on the side are not complete.
I have tried different aspect ratios and get black bars at the top or bottom of the screen and it still cuts off the heads.

Hi,
What is the model number of the TV?
What is the source of your picture, antenna, cable box, set top box, pvr etc?
If not a direct antenna connection but a "box" of some description connected to an input port on the TV, have you checked the aspect ratio settings in there to ensure that it is also set correctly?
