Does this issue require a PSU replacement?

I was having display issues, the screen was hanging on the white startup screen and then eventually over time went all black on startup, but the disks and fans were spinning so I took it to Apple and they kept it for a few days and then came back with a diagnosis of a failing video card, suggesting replacement. I declined given the price and took the unit home. I tried to get the card replaced via the recall (the serial qualified), but given that it was originally purchased in 2011, they declined.

I left the iMac alone for a week or so and then decided to replace the GPU myself (I've worked on the iMac previously myself so not a first timer) and when I went to test it out prior to replacing anything, nothing would happen upon pressing the power button. I tried resetting the SMC, but have since stopped trying things.

I've dissembled the unit and can see that one green LED is on (the left one). I can hear a very faint hiss around the PSU when I plug in the power cord. When I press the power button, the LED turns off and nothing happens.

Presumably, I need to replace the PSU. Anyone have any insight into this or what it sounds like? If it requires a replacement, would it be possible to use a heat gun on it? If so, what is the proper procedure for doing that?

If you see a blown capacitor or swollen or leaking ones, you can try replacing those on the PSU. Personally, I replace them now as the time spent trying to get it run is not worth it to me. But the GPU is a different story. I reflow those with a hot air work station as they are pretty high. I've got about a 70% success rate with the GPUs.

@mayer got it. I was planning to reflow the GPU, but was unable to get to that step given the PSU going out. I'll replace the PSU, reflow the GPU and see if that works. If not, any recommendation on where to buy a GPU replacement? Thank you!

See which one you have first, it's probably the AMD Radeon 6970M Then we can look tomorrow for an upgrade. The same one may have, or get the same failure. But it's my bedtime tonight. Please unacceptably the answer so others will look at the question. Wait till we have a resolution to accept.

Also tell us exactly which machine and processor you have (on the bottom of the stand).
