Belt won't run after I replaced broken one

Older 1981 2 stage Toro snowblower. Belt snapped so I replaced it. The handle for auger to run is very loose but I see the tensioner move when I depress handle. Why won't belt run?

LPfaff, was the belt configuration. Once I found that,got the right belt, it was up and running. Just in time to clear 10" snow, thanks again!

@luugar , Joel, If you are sure belt is routed properly, you may have installed a belt that is too large,especially if you are noticing the engagement lever looser then what it was prior. Recheck the belt for correct replacement. If belt is indeed correct you may have to adjust the drive cable or tensioner pulley. You can verify using the 1st link below to see if you have correct belt. Other links are a service manual and Toro where you can request a manual if needed. Good luck.
