Should I try and change the IC chip by myself?

It would cost me £49 in a repair shop to solder a new IC chip on the motherboard.

Can I do it myself with a heat gun and pliers?

https://www.youtube.com/watch?v=r5pC6zVM...

On that video at 5:30, they pour some kind of liquid on the chip? What is it and why is it used?

Thanks in advance

Alex222 that liquid is flux. I don't think that you should be doing it unless you have done it before and have had lots of practice. Of course if you just want to do it for practice, then go for it. If you want to continue to use your phone, don't do it. This is not as easy as it appears on a youtube video. IC replacement requires practice and the right tools. A needed rework station for this job will cost more than the repair. Spend the £49 to ensure that this will be a successful repair. DEEPFIX, the author of that video, is extremely skilled. Trying to change a U2 with a heat gun and pliers is like trying to do heart surgery with a box cutter and pipe wrench.

As @oldturkey03 says, seek out a local professional.

99.9999% sure you would kill the board, unless you have done it before, its not a first timers job thats for sure.
