puzzled as to why

just replaced the whole front screen turned it on and it works but touch screen doesn't seem to work at all

Sometimes when the digitizer ribbon cable is not routed through correctly through the hole it either gets jammed or damaged.

Your digitizer is probably defective.

Screen assemblies have two components: A LCD (shows you a picture) and a digitizer (responds to your touch). It sounds like the LCD is working fine.

Get an RMA through the company you ordered through. If you used iFixit, just contact Customer Support at support@ifixit.com with your order number.
