Why is my battery percentage not changing?

I had a touch IC repair a week ago, and now my phone restarts on its own and yesterday it stopped showing actual battery percentage. I don't know if it's actually charging or not, but it stayed on 5% through the night. I tried a hard reset and it's not working either.

First, definitely take it back and have them look at it under warranty.

Are you /were you using an aftermarket charging cable? If so that aftermarket cable could've easily damaged a chip on your motherboard (called tristar) that is responsible for charging your device. This is very common.

I would have them first test a new battery (original preferred).

If that doesn't fix it most likely a damaged tristar ic. I might also consider having a motherboard specialist inspect for physical damage done to board possibly during repair....such as long screw damage.
