How do I reset the whole phone even if it has an activation lock or is it possible?

You don't. I would give the phone back to its original owner.

@benjamen50 you have to change NAND, CPU, RAM, and baseband and the Touch ID button.
If you had to change those things, you wouldn't have to change the button
Touch ID wouldn’t work.
