After holding cmd+R, when loaded, open Terminal (along top bar, in one of the menus) and type "date {month}{day}{hour}{minute}{year}" filling in the blanks. For example, "date 121923352016" would set it to 19th December 2016 23:35.

After doing this, try running setup again.

cmd + r, open terminal, enter date (it will then say the date has changed), close terminal, install os x
