If it is the old TV with an CRT picture tube, then there is problem with vertical deflection, probably a bad vertical IC or a capacitor. Could also be the problem with deflection coils or the bad connection. Almost 100% the picture tube is good.
If you have a LCD TV, then this type of failure is almost non existent, but I would check the main signal IC and the LCD panel itself.
