When I tap and hold the icons, they won't move. I've tried holding longer, but that doesn't help. I first noticed this problem after uninstalling an app. Shortly thereafter I also developed problems with Messaging. Don't know if the last two statements are at all related, just trying to give all details.

The phone had been put into guest access mode. Once that restriction was removed, icons could be moved again.
