You need to insert valid sim to activate. You don't need signal unless you want use it as a phone

thanx for swift reply i used o2 payandgo sim activated fine b4 then i installed my contract sim worked fine for about 5 days then lost signal restored again waited a week activated again with paysim but as soon as i put contract sim in lost signal again restored again now been waiting 2 weeks for activation. i was'nt sure i had signal last activation so thought may be dodgey antenna. Thanx again for your help i suppose i'll sit tight and hope it activates again
i'd get back to supplier of sim, if it only has problems when contract sim inserted then maybe the sim is dodgy. let them sort it out. activation is almost instantaneous no need to wait weeks! any chance the phone is blocked/reported missing etc. in which case you should contact o2 and give them the imei number to check-then get your money back from who ever you got it from.
checked with them(o2) yesterday and they said everthing alright their end not barred they said morethan likely hardware issue also checked with apple they said the warranty expired last month just my luck it started playing up this month and not last. so it looks like antenna problem or maybe somthing else that hopefully the experts here might point towards
Check the sim slot for flattened pins or dirt. You can do this from outside first and then open and clean following any guide to the right which exposes sim tray. If gold prong is bent or flat the gently lever up with either plastic spudger or flathead screwdriver
