Knockedmy iPhone into the toilet and I won't turn on.

I've used the alcohol method 2 dry it out and nothing still and it's been over a month. The power was on so I'm thinking I zapped the battery or circuit board??

You do not specify what exactly you did with alcohol to dry it out. The proper DIY way to handle a water damaged phone is to open it, disconnect the battery, remove the logic board and clean it in at least 90% (preferably 99% IPA), brush (lightly) away any visible signs of water damage and then dry it.

Even better is to remove the EMI shields from the logic board, clean it with specialized chemicals (Branson EC) in an ultrasonic bath, then oven dry it and reassemble.

Sometimes that may work if the water damage is very recent (like hours or a day or two at most). Generally speaking though, if the device is powered on while wet, the main power rails start oxydizing and all kinds of damage can occur, more so if the water is salty, dirty or mineral laden.

Since it's been a month already, I would suggest you have your phone verified by a repair shop that does water damage and micro soldering repairs.

Let me embellish.... I took the device apart and disconnected the battery like protocol. However, I Used ISO alcohol rather than 90% alcohol as I found out later. I soaked it for about 15-20 min and then used a heat gun and hair dryer 2 dry the device out and then reassembled and tried 2 power on w/ no success but I figured the battery had problably been zapped. I just wanted 2 see if anyone could tell me if there was hope in recovering the phone @ all if I buy the new battery and it fails 2 power up.

You did the best you could (no RICE!!) to displace the water. I doubt it's the battery. The battery will be drained from the water damage but that in itself should not damage it, at least not completely. You likely have some electronics damage.
