Operationing system installing on a new hard drive

I have installed a new hard drive in my Lenovo PC and it is blank without an operating system. I have another hard drive in a inclosure I can plug into the PC. Can I transfer the operating system information from the old hard drive to the new hard drive and if so, how do I go about it?
