My phone doesn't turn on

i was rebooting my phone and suddenly i pressed turn on button during rebooting. the phone went off and then it wasn't turning on anymore. the phone never have been damaged before. and the only noticeable thing is that when i plug it into wall charger the charging led goes blinking and doesn't stay on continuously. i really am in an emergency situation and i need my phone back on.
