SIM PIN can only be reset using a PUK code that is tied to the SIM card.
You can take the SIM card out of the phone and use another SIM card to use the phone.
If you want to unlock the SIM card I'm afraid you will have to ask the service provider of the SIM card.
Just to clarify this is not network unlock code, passcode or password right?
