Why is my laptop booting to a black screen/ BIOS?

A 2012 Samsung netbook. Released with many variations, all of which are very similar from a repair standpoint.

The laptop, upon powering on, loads to either a black error screen or the BIOS instead of Windows.

Options

The first possibility is that the Hard-drive is either defective or does not have Windows installed correctly.

The second most likely scenario involves the laptop either lacking RAM, or trying to load with faulty RAM.
