Since you said the Wifi and Bluetooth are not working that threw a red flag, Indicating that there is a issue with the Antennas, If it was just a "No Signal" message I would advise you to check the SIM card in the device to make sure it is inserted properly without damage, But that doesn't seem to be the case and the problem most likely is with the Circuitry of the phone. I noticed the cracked screen, From a drop? If so it could have loosened or disconnected a crucial connection to the Logic Board or Severed the port that the Antennas are connected to. The Antennas in the GS4 are very similar to each other as a Ex owner of one these connections are fragile, I broke one off on my first drop which rendered the Cellular signal useless.

But I do suggest you to try this, and before you do this make sure you back up any information including:

  • Pictures
  • Documents
  • Contacts
  • App information
  • Removal of SD card (If Present)
  • Music
  • All other data you may have

-----

But first before you do, try a Hard reset by Holding down the power and Home soft key until the phone boots off and hold it down until the next power on cycle, Did it fix the issue? If not proceed to the next Option down below.

Since the issue at hand seems likely needs to be repaired I suggest that it wouldn't hurt to do a --factory reset-- of the phone to assure that it isn't a bug, glitch, or abnormality causing it to behave like this. You can do this by:

  • Turning off the phone.
  • Press and hold at the same time Volume UP,Home and Power keys.
  • When you see Galaxy logo release the Power key but continue to hold the Volume Up key and the Home key.

--Release them when the Android System Recovery screen appears.

( it should look like this) :

--Use Volume Up/Down keys for navigation and Power On key to confirm selection

(Do not Mess around in Recoveries, An Error in selection will brick the phone)

--Choose "wipe cache partition", "Yes delete all user data", and "reboot system now".

If the problem still persists, The phone needs to be repaired.

Hi,

To add to @fruitostrich007 answer here is a link to the Ifixit guide for the S4 motherboard removal. If you go to Step 13 you will see the location of the antenna. (Click on the 3rd picture to the right in Step 13 to get a better view) You can check if it is still connected as it was mentioned in the answer that it may have come off if the phone was dropped.
