Parking brake is not holding when stopping cart on a hill

I have a 2010 ezgo txt . I switched the catch plate to get a better surface. I removed pedal latch arm and ground it down( not sure if enough). The cart still will not catch on a hill. Cam is not against the latch arm but is close. Will this make a difference? Help!!

James, Check to ensure there is still lots of pad left on shoes and that the shoes are still secured properly with all hardware and the same with the cables. See the attached link for golf cart brakes. Good luck.
