Why does it keep coming up with itunes

My Ipad is not turning on. Its just coming up with this iTunes thingy and it just shows, plug your charger in???? How do I get it to work again.

If the screen you're talking about looks like this it's asking you to connect to iTunes on your computer:

Take the phone charger cable and connect the charging end to your device and the USB end to a computer where you have iTunes installed and open.
