You can boot to safe mode and try to do a system restore .

If not work , throw in an installation media and perform windows update from that media
If not work, throw in a Linux install media and save you files, and then Format the hard drive and perform full clean installation.

I work part time repairing computers I have come across this problem a least thirty times. I found only one of the many solutions that works. Over the years Windows OS continues to grow in size this also includes the system partition on the hard drive. Just look at the System partition from Win7 to Win10 it has grown from 100MB to 500MB on the latest version of Win10. My advise is to use a third party software to expand the partition which is not always successful or back up your files and do a fresh installation of Windows 10. If you down load the latest version of Windows 10 from Microsoft it will format your hard drive giving you 500MG of system partition which Windows use when doing the operating system update.
