2011 gas ezgo starting problem

My golf cart is hesitant on the start. I have replaced the carburetor recently along with all fuel lines, fuel filter, fuel pump. It is still hesitant could it be and adjustment needed or could it be the clutch? I press gas pedal and engine fires but it takes a good 10 sec to actually turn over and start. So there is a 10 sec delay from when I press gas pedal to any movement of the cart.
