Alight my issue according to the HP code is CPU not functioning Need to know how to fix it and if it can be done by ones self. I also need to know how to fix it cheaply or would it be better to have someone else fix it?

Emily, You could try to do a hard reset to see if that fixes your issue. Google search your make and model# hard reset. If that does not work, best to have a computer Tech. have a look, diagnose and estimate repair, as there is a chance there is nothing wrong with the CPU.
