Can see open flame in all burners

Bought a house with a Vulcan stove, the burners don't go 'off'. You can see the lit pilot light in the burners. Is this normal? My Viking has a clicking noise before the burners are lit.

There is always an open flame even when controls are in off position?

It's called a pilot light. Without it the burner will not ignite. Water heaters and furnaces have them too.
