Turn signal dash lights both go on dimly when headlights are activated

On my 1982 Mercedes W123 300D Turbodiesel, when I turn on my headlights my turn signal indicators in the dash both go on and remain dim. Am I looking at a loose ground or maybe a short?

Options

Loose ground. You need a wiring diagram and a multimeter, and hook one end of the voltmeter to the battery ground and start probing around. You'll probably find the headlight ground corroded and you get a few volts on it when the lights go on.
