New battery cart doesn't move

I have a 1992 Ez Go electric golf cart. I bought it the other day for $400. The guy I bought it from said he put new battery's on it after it died on him a week before I bought it. But when he put the new battery's in the cart won't move. After messing with it all day I ended up with the cart able to move when it put it in forward or reverse but it doesn't have enough power to make it over the smallest hill. And it goes on its own without pressing the gas. And the ground from the battery is starting to smoke when I try to use the cart. Anyone have any advice?

@jakerokjer are all batteries new? You checked the wiring? You checked the rest of the charging circuits and the wiring? Post a couple images of all of this with your question. Use this guide Adding images to an existing question for that

All batteries are new. I just put the ground on a different battery and it took off much faster I don't have any pics right now. I cleaned all the wires and terminals I could get to.

Please check the wires are connected properly or alternator charge the battery or not.

@jakerokjer I'd double check the wiring and the way things are hooked up
