How to adjust the idle?

My Toro electric / self propel mower starts on the first pull. However, it idles very high. Where and how would I adjust it? Also, what would cause it to idle at such a fast rate?

@mastiffmom electric / self propel mower? what model is your Toro? What type of engine does it have? Tecumseh, B&S?

The mower is a:

Toro 22" Recycler

Model # 20018

The engine is a Tecumseh

The operator's manual reads:

LEV 80-120

There is a idle adjustment screw you can turn almost by hand, look where the throttle stop is and that is where you adjust it
