Vibration not working despite motor replacement

Hi,

I bought an iPhone 5s from eBay and the vibration on it does not work, and eBay won't allow me to return it. I have taken it to Apple, who replaced the vibration motor but it still doesn't work.

What else do you think could be replaced or fixed in order to fix the vibration function?
