none braking issue with this lawn tractor and difficulty shifting

model 917.270631 Have a none braking issue with this lawn tractor and releasing clutch without a lurching start. Had adjusted old brake rod hex nut in and out, lurching starts got worse, braking was minor effected. replaced the brake rod and spring and see no improvement and no advice on where the adjusting knuts should be positioned

Options

Check the belts, the craftsmen mowers tend to stretch the belts pretty quickly. I ended up changing my Dads belts every month to keep it running ok during the summer.
