The Engine wants to turn on without keys in ignition

My wife was driving down th side of the road when the car completly lost power. The car started to slowly loose electricity and after 5 minutes the car was completly dead. I bought a new battery and a new alternator thinking that would fix the problem. As soon as I went to hook up the battery the positive cable started shooting sparks and the engine was turning over without the keys being in the ignition. As soon as i pull the battery cable away the car turns off again. My car is a honda accord 2001 6 cylinder.

Here's where to go first:

The National Highway Traffic Safety Administration, or NHTSA, has issued the following recalls for the 1998-2002 Honda Accord Sedan:

1998-2002: Two recalls are issued, one for a possible defective ignition switch that could result in the car stalling, and the other for a possible defect in the ignition interlock system that could allow the key to be removed without shifting into the PARK position.

Recall repairs are required by law even if the vehicle is out of warranty. Your dealer can check to see if the repairs were performed and if not, will fix the car at no charge to you.
