Why will my cellular calls not work but my wifi calls perfect.

When I call on cellular my calls are very static heavy and echo heavy nearly impossible to get a call out phone freezes and acts slow. Turn on wifi calling or face time call and the microphone and speakers work perfectly. I have replaced the sim card, reset to defaults and a full restore to a blank phone and have the same issues. Is it my cellular antenna or something else?
