Why cant I activate my ipad

My iPad 4 doesnt have a sim card and I don't have an iTunes account.. And all of the instructions are in Russian. How d do I fix this

1. Turn ipad off and back on again, Select English as the language and connect to wifi to activate.

2. Plug ipad into computer and open iTunes. ITunes will then activate it for you.

you do not need an iTunes account to activate an ipad.
