Can I still fix my screen to have it touch again?
Can I get my samsung galaxy fixed even if my screen doesn't work. Like you cannot touch on it and it has colored lines everywhere

You can't repair the screen with that damage. You will need to replace the whole LCD.
You can get parts from here, make sure you match it to the model number in the battery compartment printed on the label:
