Why is my MacBook Air 2013 13" USB Problem

Whenever I plug a iPhone or iPad into my macbook via USB it rapidly connects and disconnects continuously until unplugged and strangely when i connect my note 4 it wont rapidly disconnect and connect but it wont charge but can transfer data the problem has been there since I bought it second hand on eBay more then a year ago. Does anyone know how to fix this ?

I have tried multiple cables and also used multiple genuine cables new and old

What happens when you connect your devices via a powered USB hub to the MacBook Air? Basically we want to see if the hubs power is able to sustain the load Vs your system and everything works. If it does that points to a power issue within the system.

Can you give us some back history with your system, like did you sit it down on a wet surface or drop it.

I have no history as it was a second hand dealer and also i dont have a usb hub i do have a USB Charger Doctor - In-line Voltage and Current Meter ID will that help ?

on both USB's they fluctuate between 5.10 - 5.13 volts while nothing is connected to the adapter

and when an iphone 6+ is connected it bounceson and inbetween .7 - .47 amps on both while the phone rapidly disconnect and reconnected

when I connect my devices and my external via a powered USB hub to the MacBook Air a massage says that unplug the accessory using extra power to enable usb power but but for some usb flash memory it works others do not work

Your first statement it implies the hub is not being powered! The hubs power supply maybe bad or the wrong one.

Your second statement implies the USB flash drive is either bad or needs to be formatted using Disk Utility.

I would also see if the given port is bad on the Mac. Its possible you have one bad port. See it the thumb drive works in the other port.
