Changing the oil is always a good thing but unless your car has a miss or your car is running rough your wasting your time changing the plugs. You would do better to check your belts and hoses and replace any that appear week or frayed you may also want to R&R the fuel filter and air filter and pcv valve .

When you remove the filter the old oil will run out if you haven't drained it first. Here's a guide on how to do it: 1998-2003 Mazda Protege Oil Change (1.6 L DOHC)

Why do you think the plugs need to be changed? For diagnostics, you can take it to an Auto Zone and get a free computer read out. They'll also be able to sell you the oil and filter and/or plugs if you need them.
