What is the 4 digit code to bar/disable outgoing calls
I tried PIN1, PIN2, 0000, 1111, 1234, 7777 depending on what I've read on internet about this issue, but none of them works

You could try the Unstructured Supplementary Service Data listed on wikipedia. There are also GSM Network Codes on Howard Forums. There was no documentation in the manual. Additionally, I would look in the Lenovo forums as well.
