System shocks each time I connect the charger

Each time I connect my charger to the system, the entire system begins to shock(not just slightly). I can't even touch it not until I disconnect the charger, what might be wrong please?!

STOP USING YOUR CHARGER

Your charger is bad and it could damage your system, get a new unit.
